Summary / Abstract (Note)Since the end of the Cold War there has been a growing tendency within the arms control community to treat major conventional weapons and small arms and light weapons as separate fields of action. This essay challenges the utility of this differentiation and argues instead that effective arms control requires that the full range of conventional weapons be addressed when policy proposals are formulated.
