Summary / Abstract (Note)India's nuclear programme began even before independence, in the mid 1940s. Prime Minister Jawaharlal Nehru and Atomic Enerty Commission (AEC) Chairman Homi Bhabha took a keen interest in the matter. The programme was ambitious and envisaged having the capability for covering the entire fuel cycle.
