Summary / Abstract (Note) | Last year's bipartisan deal to increase funding for the U.S. nuclear arsenal, reached during the debate on the New Strategic Arms Reduction Treaty (New START), is now being challenged by a new bipartisan deal to cut defense spending. As outgoing Vice Chairman of the Joint Chiefs of Staff Gen. James Cartwright told reporters July 14, "The challenge here is that we have to recapitalize all three legs [of the nuclear triad], and we don't have the money to do it." |
