Summary / Abstract (Note) | JUNE 25, 2014 brought the news that the International Committee of the Red Cross (ICRC) had recognized militants in the southeast of Ukraine as a "party to the conflict." Alexander Borodai, prime minister of the Donetsk People's Republic, announced this at a press conference, and showed a relevant memorandum. This recognition by the ICRC is a significant signal for the international community, as it establishes the international legal status of the armed confrontation in Ukraine. From the point of view of the ICRC, the standoff is a non-international armed conflict. |
