In 2011, then-secretary of defense Robert Gates spoke of how ‘nations [are] apparently willing and eager for American taxpayers to assume the growing security burden left by reductions in European defense budgets’, and warned of NATO’s ‘dismal future’ if European allies did not contribute their fair share. |
