Summary / Abstract (Note) | The 12th party congress showed a preference for stability. Vietnam and the US grew closer over trade and China, but the US election results introduced uncertainty. The Vietnamese economy grew steadily despite drought and global economic weakness. Reform of state firms fell behind schedule, productivity growth lagged, and an environmental disaster sparked vigorous dissent. |
