Summary / Abstract (Note)Reform of the Russian military is required for two reasons: the armed forces' lack of modern equipment, and its growing internal social problems. Fixing these problems will require adjustments at several levels: in funding, in military education, in eliminating corruption and arbitrariness, and in overcoming "old thinking" associated with a Cold-War mentality. Recent statements by the Russian Minister of Defense stating that "military reform is over" cannot help but make one pessimistic about the future of military reform in Russia.
