Summary / Abstract (Note)YAEL S. ARONOFF analyzes the political conversion of Jimmy Carter from dove to hawk in his relations with the Soviet Union, particularly in the wake of the Soviet invasion of Afghanistan in 1979. She concludes that Carter's transformation can be better understood by examining a combination of Carter's religious beliefs, his personality characteristics, and the influence of his advisers. This case illuminates the broader question of what makes some leaders more likely than others to transform their foreign policy.
