Summary / Abstract (Note)This essay is a revised and expanded version of a paper delivered at the 2006 ISA annual meeting in San Diego, California, March 22-25 that was published in The Whitehead Journal of Diplomacy and International Relations (vol. 7, No. 2, pages 111-127).
