Summary / Abstract (Note) | Since 11 September 2001, Southeast Asia has become designated as the'second front' in the Global War on Terrorism. However, given thecomplex nature of Muslim rebellion in the region and the presence offundamental grievances, not every Muslim rebel in the region is an Al-Qa'eda operative dedicated to achieving pan-Islamist religious objectives.Local Muslim armed rebellions have at its root socio-economic issues andgrievances, which cannot be redressed solely through the use of force. Thismeans that counter-terrorism strategies have to be comprehensive andmust aim at winning hearts and minds, the true center of gravity in thisconflict. |
