Summary / Abstract (Note)This article argues that expert knowledge, governmental linkage, and personal ties are the factors that determine think tanks' influence in the Chinese policy process. Moreover, different types of think tanks exert influence through different mechanisms. Empirical data are from a 2004 nationwide survey of 301 of China's think tanks.
