Summary / Abstract (Note)As a small country, New Zealand struggles to assert itself in the world, in complete contrast to a great power like Russia. Its military forces are small in size and will never tip the balance in pursuit of diplomatic objectives. Its economy is, in world terms, insignificant. Nor does New Zealand have any centuries-long diplomatic tradition. Its foreign service developed only during the Second World War.
