Summary / Abstract (Note)Among President Barack Obama's first acts was to announce the closure of the detention facility at Guantanamo Bay and strict limits on the Central Intelligence Agency's interrogation authority. These announcements were greeted in the United States and Europe alike with euphoria among critics of the George W. Bush administration, who saw them as signalling an end of the entire global war on terror paradigm.
