Summary / Abstract (Note)The first part of this article will discuss the prepresidential origins of Carter's global worldview and how this shaped the administration's dealings with the Soviet Union and the PRC. The second part will focus on the reasons Carter was unwilling to allow continued recognition of the ROC.
