Summary / Abstract (Note)In fall 2009, the international endeavor in Afghanistan finds itself in a crisis of confidence. A powerfully resurgent Taliban, escalating NATO casualties and an uncertain outcome to a deeply flawed Afghan election all are militating for a deep reappraisal of the entire international effort. Gen. Stanley McChrystal's assessment, that "the situation in Afghanistan is serious; neither success nor failure can be taken for granted" has further fueled the debate.
