Summary / Abstract (Note)The challenge presented by a nuclear North Korea causes angst, and not only on account of the immediate and specific risks for the Korean peninsula or for the region of North Asia. The North Korean problem defies solution apart from consideration of the larger context within which nuclear danger is created in the present century.This larger context includes the debatable efficacy of deterrence, the degree of stress on the global nonproliferation regime and the requirement for leadership in nuclear arms reductions that falls to the United States and Russia.
