Summary / Abstract (Note)THE MEETING OF THE SHANGHAI Cooperation Organization (SCO) heads of state, which took place in Yekaterinburg in June 2009 and where Russia handed over the SCO's rotating presidency to Uzbekistan, clearly showed both the achievements and the problems that this organization encountered over the past year. The main achievements are primarily linked to security cooperation between the member states. A meeting of SCO defense ministers in April 2009 approved a plan of cooperation between the defense ministries of the SCO member states for 2010-11, which envisages a number of multilateral and bilateral exercises - mainly antiterrorism exercises. Law enforcement and intelligence agencies also actively cooperate, their activities being coordinated by the Regional Anti-Terrorism Structure (RATS) headquartered in Tashkent.
