| Summary / Abstract (Note) | EVERY COUNTRY IN THE WORLD is currently facing the serious problems of imbalance between the development level of production sector infrastructure and today's requirements of the economy and society. It is an anachronism to see traffic-choked roads, corroding bridges and overpasses, mountains of rubbish and waste, aging buildings of public institutions in the industrial economies with their high labor productivity, automation, computer technologies, and the Internet. Urban sprawl engulfs airports thus endangering thousands of lives in the event of an air crash. The water, heating, gas, electric power, and sewerage facilities that have outlived their usefulness threaten accidents and disasters. The crumbling and obsolete elements of infrastructure mean higher costs for society, lower productivity and competitiveness of national economies, and a greater number of bad accidents and disasters. Rectifying this situation calls for enormous funds. |
