Summary / Abstract (Note) | IN NOVEMBER 2011, at the 66th Session of the UN General Assembly, Brazilian delegation presented a document "Responsibility While Protecting. Elements for the Development and Promotion of a Concept"1 implicitly suggested by the fact that NATO and its partners had misused the mandate issued by the UN SC in March 2011 as a follow-up of its Resolution 1973 on a no-fly zone over Libya to prevent the Qaddafi regime from attacking civilian targets and civilian population from the air.2 |
