EU as an international actor has matured, expanded and reciprocated to the rise of India in 21st century world. EU is not only an economic actor but has a considerable appeal and an imperceptible process to fashion that appeal into something of an EU response and EU identity upon the member states and in that sense a Trans- Westphalian Actor. |
