Summary / Abstract (Note)IN SEPTEMBER, Rossotrudnichestvo, which I have the honor and pleasure to head, turned five. On September 6, 2008, under Decree No. 1315 of the president of the Russian Federation, the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation was established within the system of state executive bodies of the Russian Federation. In accordance with the decree, the new agency was established "with the aim of enhancing the effectiveness of state administration in the area of international collaboration" as a successor to the Russian Center for International Scientific and Cultural Cooperation (Roszarubezhtsentr) at the Russian Foreign Ministry.
