Summary / Abstract (Note)Good relations between the member states can help regional co-operation rather than the other way round. There is a people's SAARC at the civil society level; attempts should be made to build synergy between the official SAARC and the people. The reason is that SAARC is yet to connect with people and its agreements during the conventions have not touched the lives of the people on whose behalf these declarations have been made. Moreover, issues like terrorism are addressed at a bilateral level.
