Summary / Abstract (Note) | The European Union as a whole is not the key player in managing the crisis, getting a peace process off the ground, or pursuing negotiations with Russia. Rather, a coalition of individual member states drives the negotiation process. Thus far, the only exception to this rule has been the energy sector, where the EU Commission played a key role in mediating between Ukraine and Russia for this winter's gas supply. This was, however, mainly due to the efforts of former EU Commissioner for Energy Günther Oettinger. |
