Summary / Abstract (Note)On December 17, 2014, the presidents of Cuba and the United States, Raúl Castro and Barack Obama, made unexpected simultaneous announcements that marked a departure from a policy that has been in place for more than half a century. The declaration that both countries will reestablish full diplomatic relations, though already a historical landmark, is yet to be fulfilled. Both administrations have said this process has just begun and may take time. This is an exceptional opportunity, but only if a bold new vision on both sides allows it to succeed.
