Summary / Abstract (Note)On July 17, 2015, People’s Daily announced that a new deputy director of the Chinese Communist Party’s Central Propaganda Department (the official translation has been changed to Department of Publicity in recent years) had appeared at a conference on children’s literature in Beijing. This was the first official notice that Tuo Zhen, the former director of propaganda in Guangdong province, had been promoted to a powerful position in the central government. Tuo had become famous in 2013 thanks to his personal intervention to cut and rewrite key passages of the newspaper Southern Weekend’s New Year’s editorial, hours before it went to press.
