Summary / Abstract (Note) | Operating somewhat under the international radar, South Africa’s ruling African National Congress (ANC) has shifted its foreign policy in favor of China and Russia during the presidency of Jacob Zuma, which began in 2009. Also differing sharply from the more balanced multipolar approach of Nelson Mandela, who served as president from 1994 to 1999, is an upsurge of anti-Western, particularly anti-US, paranoia, clearly visible in “A Better Africa in a Better and Just World,” a document that set the parameters for foreign policy discussions at the ANC’s policymaking National General Council in October 2015. |
