Summary / Abstract (Note)The Asia-Pacific is a disaster-prone region. In humanitarian assistance and disaster relief (HA/DR) operations, it is crucial to save lives at the outset. Success in the initial phase will produce trustful relationships among civil and military actors and will influence subsequent relief operations. Soon after Typhoon Haiyan (Yolanda) struck the central Philippines on 8 November 2013, the United States dispatched an aircraft carrier and conducted Operation DAMAYAN.
