Summary / Abstract (Note)In her interview with The International Spectator, Nathalie Tocci describes Federica Mogherini’s assessment of the present state of the European Union as “extremely sobering”. This in my view gets it exactly right: these are “make or break” days for the EU as we know it. Yet, sadly, I am sceptical whether the EU Global Strategy can help to overcome that existential crisis. In fact, I rather fear that it might make things worse.
