Summary / Abstract (Note)The gap between these two narratives is dangerous. Not only do heightened tensions raise the risk of a military accident or confrontation in Europe and beyond; they are also largely a reflection of deeply entrenched resentments within the Russian national security establishment that are likely to persist well beyond the Putin era. The differences between the United States and Russia run deep, and they are not amenable to easy solutions.
