Summary / Abstract (Note)ONE OF TODAY'S KEY GLOBAL PROBLEMS is a risk of malevolent or hostile political use of information and communication technology (ICT) by some states with consequent threats to international peace and security. This risk has been addressed by the Russian president,1 the leaders of other nations,2 and the United Nations Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security (GGE).
