Summary / Abstract (Note) | The ASEAN Community (AC) and its subdivision, the ASEAN Political Security Community (APSC), were officially created on December 31, 2015. In practice, however, the APSC was established only slowly and ineffectively in 2016, especially where territorial disputes in the Eastern (South China) Sea were concerned. The main reasons for this were not only the disordered structure of the ASEAN Community itself but national egoism, lack of political will among AC leaders, and the policy followed by large powers outside the region as well. |
