Summary / Abstract (Note)Bilateral Soviet-American and Russian-American negotiations on nuclear arms limitation and reduction mainly concerned strategic weapons and were based on the strategic stability logic. The notion of strategic stability agreed upon in 1990 was based on the premise that neither party had a motivation to strike first with nuclear weapons.
