Summary / Abstract (Note) | The SAARC has failed, and one of the main factors of its failure is the Indo-Pak conflict. Their ‘Cold War’ has infected it. They tend to view the programmes and activities of the SAARC from the point of view of their bilateral problems. Being engaged in a game of one-upmanship, they, quite often, neglect the interests and needs of the region. In the face of the ongoing conflict between the Big Two, the SAARC has failed to function efficiently. |
