| Summary / Abstract (Note) | THE principles of modern Russia's foreign policy are laid down primarily in the Foreign Policy Concept of the Russian Federation,1 the National Security Strategy of the Russian Federation,2 and the Concept of Russia's Humanitarian Policy Abroad.3 These documents outline the main ideas, strategic goals, and objectives of the formation and implementation of the foreign policy of the Russian Federation, including with regard to Muslim countries. The 2023 Policy Concept says: "The states of friendly Islamic civilization are becoming increasingly desirable and reliable partners of Russia in ensuring security and stability, as well as in solving economic problems at the global and regional levels." |
