| Summary / Abstract (Note) | It has always been important to utilize power in international relations. Although hard power dominated the primary process for many years, soft power emerged to explain the complex interactions between states and how states use non-coercive means to influence global actors. Late in the twentieth century, Nye promoted the idea of attraction over assertion. “Soft power” has long been an important diplomatic tool in international relations. In recent years, terror attacks, economic crises, mass migrations, climate change, and infectious diseases like COVID-19 are giving it a new meaning, which may explain why some areas have been successful in managing all issues including the epidemic while others have had difficulty. A crucial indicator of how nations, or regions within them, will perform during economic reopening, especially if they are affected by the unbalanced economic situation, mass migration and additional COVID-19 cases. |
