Summary/Abstract |
The present paper describes the trajectory of China's fiscal and tax reform in the past 40 years, which can be summarized in five phases. The reform commenced with “decentralizing power and transferring benefits.” Then, under great fiscal pressure, institutional reform was instigated, which aimed to establish a new fiscal and tax system. To regulate the government revenue and expenditure beyond the fiscal and tax system, reforms were put in place to build an institutional framework for public finance. As the fiscal and tax reform had gradually entered the more sophisticated phases, China took a series of measures to further improve the public finance system. Since 2012, based on the overall plan of comprehensively deepening reform, China has embarked on establishing a modern public finance system. The present paper characterizes China's fiscal and tax reform as gradually moving toward a system that aligns with the overall reform and complements the goal of marketization and modernization of state governance.

The goal of this paper is to analyse the cyclical properties of defence expenditure in Spain (1978-2009) and to characterize the consequences of economic and political cycles on this public spending.

Summary/Abstract |
Budget deficit has been a common fiscal pressure facing Chinese cities since the 1994 fiscal reform. Meanwhile, land lease sales have become a significant off-budgetary revenue to local governments since 2003. This paper investigates whether financing budget deficit is an important driving force of the recent soaring housing prices when local governments function as the monopoly supplier of urban land. A conceptual framework is developed to illustrate a transmission mechanism from budget deficit to housing prices. This leads to an empirical model consisting of two simultaneous structural equations for housing prices and land prices. Using data for the 35 major Chinese cities from 2003 to 2011, an empirical exercise shows that although budget deficit has a positive effect on land prices, it is the factors from demand side, such as amenities, income and the user cost of housing capital, that have been pulling up the housing prices.

Summary/Abstract |
This study presents an analysis of the history of official corruption in colonial Nigeria based on the requirements of Nigerian laws against corruption and the actual reporting of corruption cases made by the Director of Audit from 1950–1960. It reveals that many of the proven cases of fraud were however not sanctioned as required by law and that this laid the foundation for a culture of impunity in the management of public resources in the immediate post-independence period. The paper concludes that cases of corrupt acts could probably have been mitigated had the due processes of financial reporting been strictly followed.

In contrast to mainstream development economists' and policy makers' insistence that relatively straightforward, technical and apolitical solutions exist to the problems of debt and development, debt is inscribed in powerful, unequal and contested structures and relations. This is vividly depicted in the articles in this special section, written by activists and researchers with years of experience mobilising and supporting grassroots struggles, which reveal the often obscure or unspoken relations of power that underpin the highly unequal dynamics of debt on a global scale, while promoting and offering fresh insights from a diverse array of new initiatives and subversive tactics that confront the dominant debt and development paradigm. They offer sober reflection on what organisations need to do to get things done in continuing and future battles for debt justice.

This paper uses an output-oriented stochastic distance function to compute defense contractors' technical efficiency as a measure of performance. Then, nesting a market structure and conduct equation into the frontier, we identify firm and industry factors that affect the observed inefficiency levels. The empirical results confirm that there exist multi-directional causal correlations among market structure, conduct, and performance of defense contractors. In addition, the paper shows that there exists a great variability among the different sectors that compose the defense industrial base. Therefore, policies oriented to influence the industry must take into account the multi-directional causal relation among its components.

The government has started preparing financial statements that use the same principles as in corporate accounting. This has confirmed that public finances are indeed in bad shape. Unfortunately, just using corporate-accounting principles cannot pinpoint wasteful expenditures. It will be necessary to find other ways to motivate public officials to cut costs.

It is widely recognized that Japan must slash its massive fiscal deficit. This will clearly require a combination of spending cuts and higher taxes. One approach would be to turn the consumption tax into a special-purpose tax for social security, hiking the rate to cover the cost of providing for an aging population, but at the same time clarifying the need for rigorous cuts in expenditures to achieve an overall balance.

Government management of public funds plays a major role in a country's development process. A well‐managed financial system supports public‐service quality and equity, enhances the efficiency and effectiveness of public programs and government work, and limits corruption. In addition, international donors (e.g., the IMF and World Bank) seek the best use of the financial and nonfinancial aid they provide to countries in need; thus, they support effective management of public funds. A budgeting system is considered a keystone for any public financial system. One could argue that, public financial management (PFM) — a government's revenues, expenditures and budgeting process — is the primary driver of all activities in a given country, regardless of its political, cultural and economic systems. Additionally, the manner in which the public financial system is managed has a significant impact on all sectors — public, private and nonprofit.

The success of initial support to self help groups convinced a number of people that lending on the basis of social reference to the poor was a profitable business proposition.
