Summary/Abstract |
In this article, I examine the 1971 war (better known as the war for the liberation of Bangladesh) from a western Indian perspective. I argue that this war between India and Pakistan—while it focused overtly on the independence of East Pakistan—had some significant consequences for the western border between Kutch (in Gujarat state) and Sindh (in Pakistan). I suggest that this military conflict and the subsequent brief Indian occupation of Tharparkar in Sindh allows for a significant re-thinking of questions of citizenship, identity and belonging that were sparked off in 1947 and that have been re-ignited in the context of recent debates over the controversial Citizenship Amendment Act (CAA), enacted in December 2019.

Summary/Abstract |
One of the most popular anecdotes of the 1971 war is Field Marshal Manekshaw’s tale of how he restrained an impatient Indira Gandhi from ordering an unprepared Indian army to march into East Pakistan in April. The Field Marshal’s prowess as a raconteur fully matched his military skills but exceeded his grasp of the political and diplomatic dimensions of the grand strategy shaped by Indira Gandhi and her advisors. The prime minister had no intention of going to war in April since India’s political aims could not have been achieved at that stage simply through a successful military operation.

Summary/Abstract |
This article attempts to answer two questions: (a) what led to the psychological fissure of the East Pakistanis? And (b) how did the psychological fissure culminate into their physical separation? To answer the first question, the study examines six variables of perpetual antagonism between East and West Pakistan, that is, geographical absurdity, constitutional confusions and military takeover, economic disparity, language issues, political factionalism and military dynamics, and establishes that the conjuncture of all these factors (rather than the role of India or outside actors which have often been exaggerated ignoring the internal dynamics) constituted the dynamics of Pakistan’s disintegration in 1971. Then it discusses West Pakistan’s genocide against the East Pakistanis and the Indian intervention as immediate factors for Pakistan’s physical separation. The study finds that the Indian action reinforced the existing variables, accelerated the creation of Bangladesh and ended civil strife. Paradoxically, outside actors such as the United States, Soviet Union and China had only a limited impact on the sources and escalation of the East–West divide. The lessons of 1971 are relevant for the inner workings of federalism, especially with disconnected geographical boundaries.
