Summary/Abstract |
This article argues that the chiefs' tyranny in early colonial Kenya had its roots in the British administrative style since the Government needed strong-handed local leaders to enforce its unpopular laws and regulations. That was why the chiefs got away with their tyranny because the Government condoned it to a certain extent. They also got away with it because of the alien nature of their positions, their duties and their people inadvertently condoning it. The first generation of chiefs from Kiambu district is used as a case study to illustrate what was happening in the colony during the period under study.

Summary/Abstract |
The authors undertake the challenging task of going to the roots of the political instability that enveloped Kyrgyzstan during the period of democratic transit and discover that the bureaucratic state cannot adapt democratic values to the local conditions and, most importantly, does not want to do this. The political elite of Kyrgyzstan, which remains under the spell of Soviet political and spiritual legacy and which has been exhausted by two coups, demonstrates a very low level of cohesion and weakened political will. The authors describe the ways and means that will help the state and society remove the obstacles and remedy the shortcomings to finally acquire political stability and move forward.

Summary/Abstract |
The articles in this special issue examine engagements across ethnic boundaries in Asian cities over the past two centuries. We see these cities as stages for the co-production of ethnicity, where multiple actors, including but not limited to state authorities, have attempted to define, manage, and challenge the social boundaries between their diverse inhabitants. These articles direct our attention to the convergence of three critical themes: the flexibility and ubiquity of ethnic ascription, the top-down and bottom-up co-production of social meaning, and Asian cities as crucial sites of social innovation.

Summary/Abstract |
One of the peculiarities of the North Korean system is the cohesive nature of state surveillance. This surveillance operates through two major channels: at his/her job a North Korean is controlled by the "organization," and in his/her place of residence surveillance is done by the "people's group." This article, based on the refugees' testimony and available publications, traces the origin and the types of surveillance used by the "people's groups." Nonpolitical activities of the "people's groups" are discussed as well. Finally, the article traces how the "people's groups" have changed in the last two decades as state control began to disintegrate.
