Summary/Abstract From the beginning of the Cold War, the Mediterranean had emerged as one of the key theaters of confrontation between the United States and the USSR. However, the Cold War was to be just one of the many factors that fed this precarious regional security environment. As British power in the Mediterranean began to contract after 1945, the United States initially reluctantly, but inevitably, moved to fill this power vacuum through the Truman Doctrine, the inclusion into the North Atlantic Treaty Organization (NATO) of initially, France and Italy and later Greece and Turkey and the cultivation of an understanding with General Franco. Attempts were made to create closer relations with moderate Arab regimes through the Eisenhower Doctrine. During the 1950s, the Mediterranean became a sea of American preponderance where, ostensibly, most local sources of discord had been subsumed into the greater global conflict.

Summary/Abstract Though presidential doctrines claim to be broad, forward-looking articulations of national security principles, they are in fact reactive and narrow. They emerge following crises and can subsequently constrain security policy, creating ideal conditions for new crises to emerge. This paper thus argues that in the pursuit of security, presidential doctrines can perpetuate a cycle of instability. Using the Nixon Doctrine as the present case study reveals that the strategy first came as a response to the failure in Vietnam, then rendered the US unable to foresee or manage the events of 1979: the Iranian Revolution and the Soviet invasion of Afghanistan. These crises subsequently forced a wholesale reassessment of security in the form of the Carter Doctrine. In examining this period of US-Middle East relations, the constricting, reactive nature of doctrines and the concomitant cycles of instability become self-evident.

Summary/Abstract East Germany was one of the main actors in Cold War military and security policy intelligence. Due to the opening of the archives of the Ministry for State Security (Stasi) of the German Democratic Republic it is possible today to analyse methods and goals of the East German civil and military intelligence services on this field in more detail. The article summarises the state of research on staff and sources of these services. Based on this information, main directions and operational fields are exemplified for military and international strategic intelligence in the era of d tente of the 1970s. Contents and quality of intelligence results are focused with respect to their potential influence on East German and Warsaw Pact (i.e. Soviet) decision-making processes.

Summary/Abstract In this essay, I make the case that the Cold War was caused by a competition of ideas rather than by a struggle for power or a failure of international institutions. The Cold War started when two sets of ideas diverged sufficiently - capitalism and communism - that they precluded either a realist - spheres of influence - or liberal - United Nations - solution to postwar differences in Europe. It ended when one set of ideas prevailed, and democracy and markets spread throughout the whole of Europe, eclipsing realist and liberal outcomes. The Soviet Union disappeared, which realists never expected; whereas the United Nations, which functioned briefly as a classic liberal collective security operation in the first Persian Gulf War, was quickly replaced by a democratic NATO in Bosnia and Kosovo. The competition of ideas did not end in the 1990s, however. It continues today in other forms and will shape the contours of military conflict and international cooperation in tomorrow's world, no less that it did during the Cold War.

Summary/Abstract Détente in the Taiwan Strait has raised questions about the United States' role in future cross-Strait relations. On the one hand, Washington welcomes and encourages peaceful interactions across the Taiwan Strait. On the other hand, however, it is increasingly concerned about Beijing gaining more control of the dynamics and direction of future cross-Strait relations. As some US analysts suggest, if Taiwan drifts towards closer relations with China, Washington has to reconsider its national interests. US anxiety over Taiwan is further aggravated by its perception of a rising and more assertive China in the Asia-Pacific region, as reflected by the emerging debate on US Taiwan policy and its overall strategy towards China. The role of the United States in cross-Strait relations is undergoing some adjustments as Washington 'pivots' its strategic focus to Asia and as its relations with China become more salient in its Asian policy. In the long run the rivalry between Washington and Beijing in Asia would eventually have a negative bearing on cross-Strait relations.
