Summary/Abstract This article distills insights for the scholarship of deterrence by examining the 1983 nuclear crisis - the moment of maximum danger of the late Cold War. Important contributions notwithstanding, our understanding of this episode still has caveats, and a significant pool of theoretical lessons for strategic studies remain to be learned. Utilizing newly available sources, this article suggests an alternative interpretation of Soviet and US conduct. It argues that the then US deterrence strategy almost produced Soviet nuclear overreaction by nearly turning a NATO exercise into a prelude to a preventive Soviet attack. Building on historical findings, this article offers insights about a mechanism for deterrence effectiveness evaluation, recommends establishing a structure responsible for this endeavor, and introduces a new theoretical term to the strategic studies lexicon - a 'culminating point of deterrence'.

Summary/Abstract The goal of abolishing all nuclear weapons has often seemed unrealistic, if not utopian. The Cold War posed intractable apocalyptic dangers, and the post-Cold War "peace dividend" proved scant. But over the decades, nuclear arms control and nonproliferation successes have been as important as the setbacks, and in 2010 the abolition aspiration has made something of a comeback. This article surveys the most important challenges facing nuclear disarmament progress today. The article considers the interrelationships among the positions of the key categories of states shaping the contemporary global nuclear order, for good or ill, as a capstone to the other pieces in this special section, which focus on those categories individually. The article concludes that progress toward disarmament will not be easy or fast. Weaning states off their reliance on threats to either use or acquire nuclear arms requires progress in improving the conditions of global governance more generally. But the goal of eliminating the threat of nuclear weapons is a realistic prospect and, consequently, an essential imperative.

Summary/Abstract US nuclear weapons have been an important part of Turkey's security strategy since their first deployment on Turkish soil in the early 1960s. Turkey's NATO membership and its close relationship with the United States have been perceived to be integral to maintaining its security. The release of the 2010 US Nuclear Posture Review (NPR), with its focus on disarmament and reduced reliance on nuclear weapons, has a number of potential consequences for Turkey. This article provides background on the history of Turkish-US nuclear weapons policy in light of issues ranging from Middle Eastern politics to the development of NATO's new Strategic Concept. It then describes how actors in the government, military, and academia in Turkey have reacted to the NPR, why they reacted as they did, and how the Obama administration's initiatives may be received in Turkey in the future. This article concludes that both military and civilian actors in Turkey have reacted favorably to the NPR and are pleased by its emphasis on nuclear nonproliferation and the maintenance of extended deterrence; however, there is less agreement in Turkey about the emphasis placed by the NPR on the danger of nuclear terrorism.

Summary/Abstract One of the most important questions affecting U.S. national security is the future size of the U.S. nuclear stockpile. While there is clear consensus within the U.S. government on the need to reduce the size of the arsenal, there is none on the best path to achieve these cuts; on the type of deterrent necessary to deal with future threats; or on the size of the production complex needed to support that arsenal. Creating a strategic commission to review these questions, as contemplated in the Fiscal 2008 House Defense Authorization bill, is a necessary first step to establish a sensible nuclear policy. The Reliable Replacement Warhead, which has the potential to transform the complex while preserving the current moratorium on nuclear testing, is a program worth exploring further if it stays within congressionally mandated bounds. As Congress considers both programmatic and policy matters related to U.S. nuclear weapons, it is vital that we also renew and strengthen U.S. leadership on nuclear nonproliferation
