Summary/Abstract |
North-South issues as such do not figure prominently in Australia's international policy but are mostly implicit. These issues arise particularly in the context of Australia's relations with countries in its immediate vicinity, including the South Pacific, Indonesia and East Timor. There are also some global issues in the North-South context where Australia is affected. Australian governments, in developing policies relating to this context, have been influenced by a 'practical realism' that puts first priority on Australian interests as perceived by governments at any given time. The way in which those policies have been developed, in both the regional and the global contexts, can be assessed through an examination of issues relating to security and international economic relations. Australia's alliance relationship has a strong bearing on the way Australia approaches the security issues. In relation to international economic issues there are many commonalities with fellow producers of raw materials in the Global South.

Summary/Abstract |
The NARA Treaty looked to a strengthened Australia-Japan relationship, which foreign ministers of both countries celebrated this year. Events of the mid 1980s, however, demonstrated how an adverse turn in economic circumstances can stress even a strong bilateral relationship. The two countries were then at opposite points in their economic cycles, Japan almost too successful, with the high yen putting pressure on Japan's export industries, steel in particular. Seeking to reduce costs, the steel mills transferred pressure to their Australian suppliers of coal and iron ore, through reductions in prices and volumes. This was unwelcome to an Australian government coping with a recession and worried about balance of payments and unemployment, and led to concerns about equal treatment. Although the minerals trade returned to normal relatively quickly, ambitious investment projects aimed at enhancing the economic relationship did not materialise.

China’s economic and politico-military development is placing considerable strain on the established framework of the trilateral relationship between itself, the United States, and Australia. Specifically, China’s rise is generating security concerns that are politicizing economic relations between the three states. A more guarded approach to economic collaboration will transform trilateralism, which up to now has been characterized by the scope allowed for the discrete pursuit of security and economic relations. This will force political authorities to carefully consider their policy priorities and further strain relations between the states, as well as supporting a more cautious approach to China on the part of the United States and Australia.
