On 15 June 2020 Indian and Chinese troops clashed in the Galwan valley along the line of actual control (LAC) in eastern Ladakh. It claimed the lives of twenty Indian army personnel, according to Indian government sources. A number of Chinese soldiers were also killed in this conflict. It was the culmination of a border stand-off that began in May. This is not the first time that there have been serious tensions in the border areas. The last time there was a military standoff between the two armies was in 2017 in Doklam. But this time it was even more serious and the Indian prime minister, Narendra Modi, has taken it to heart. He feels that it was a betrayal by the Chinese government after he had extended a hand of friendship and goodwill to them and signed business deals with them. It reminds one of how Jawaharlal Nehru felt when the 1962 war between India and China took place. In a televised message to the Indian nation, Modi said that the martyrdom of the twenty soldiers will not be in vain and that India's territorial integrity and sovereignty is supreme. India will do whatever it takes to defend the country and its borders. This article reflects on and analyses India's response to the border clash and the efforts that have been made by India and China to de-escalate tensions in the border areas.

Summary/Abstract |
This article explores the value of a specific model of norm replacement in accounting for the circumstances leading to Ireland’s Good Friday agreement (1998), which formally and finally settled the long-running territorial dispute between Ireland and the United Kingdom (UK). Drawing on the theoretical literature, it identifies three phases in this process. First, from the creation of the Irish Free State in 1922 until the civil unrest in Northern Ireland peaked in 1972 the irredentist norm was substantially unchallenged. It was embedded in the 1937 constitution, which defined the national territory as extending over the whole island of Ireland – including Northern Ireland, a part of the UK. The second phase, from about 1972 to 1998, was one of norm competition. The irredentist norm was severely challenged by new political realities in Northern Ireland, and was potentially destabilising for the state itself. It was increasingly challenged by an alternative ‘consent’ norm, one embracing in effect the geopolitical status quo. The third phase, from 1998 onwards, was one of consolidation of the new norm, now written into the Irish constitution to replace the wording of 1937. The article suggests that this model plays a valuable role in accounting for the changing status of the Irish border, but also that the Irish experience has implications for the broad shape of the model.

Summary/Abstract |
Maritime security is a major concern in the Asia Pacific, yet is riddled with highly complex "wicked problems" that have thus far defied solution. These include different interpretations of the Law of the Sea underpinning regional maritime security, the lack of good order at sea, numerous conflicting claims to maritime jurisdiction, the implications of increased naval activity in the region and the lack of agreed maritime boundaries. This article identifies major wicked problems and reflects on the likelihood that they will be successfully addressed in regional forums. It finds some optimistic indications of a greater preparedness to address these issues than has been the case in the past. However, much will depend on whether existing mindsets can change to allow regional countries to corporate more effectively with regards to maritime security. The article concludes with the proposal that an Asian Peace Research Institute should be established to promote more independent thinking and greater cooperation.
