Summary/Abstract The PLA Navy's aviation branch, officially known as the PLA Navy Air Force (PLAN AF), comprises 25,000 personnel and more than 800 aircraft. It provides the PLA Navy with its own air capability independent of the PLA Air Force. But the Force remains largely land-based. However, the much speculated upon aircraft carrier program will impart a new dimension to the Chinese naval aviation. With the current level of national technological capability and available maritime infrastructure, the PLA Navy will, at best, be able to project power with its carriers within the South and East China Sea only, in the 2020 timeframe. It will find it increasingly hard to project power-using aircraft carriers in the Indian Ocean Region without full-fledged military bases to support logistics and ship and aircraft maintenance/repairs. Thus the credible Chinese power projection capability in the Indian Ocean still appears to be at least two decades away. But the international community must take due cognizance of this inevitability now and commence preparations to face this forthcoming challenge.

Summary/Abstract This article, based on archival documents, covers the history of American Curtiss P-40 fighters in the Soviet aviation. USSR received 2134 aircraft of this type in 1941-1944. They were widely used in all branches of Soviet aviation-Air Forces, Air Defense (PVO), and naval aviation. They were considered as average fighters-better than old Soviet types and British Hurricanes but worse than P-39, Yak, or Lavochkin. Supply routes, dates of delivery, conversion training of Soviet pilots, combat success of regiments equipped with P-40, tactics, specific features related to the type implementation at various fronts, as well as evaluation of the type by pilots and commanders are thoroughly presented. Numerous data from archival documents are introduced.

Summary/Abstract Naval aviation went through a transitional period in 2012 as it struggled with the specter of upcoming budget cuts and fiscal uncertainty brought on by congressional dysfunction. The year started off on a high note as the F-35B program was released from its Secretary of Defense-imposed two-year probation period a year early. But reality began to sink in as the year ended, and one after another fiscal milestone was passed without a budget in place for procurement and operational necessities. Almost every program was faced with monetary cuts, and some were either merged with others or shuttered altogether.

Summary/Abstract The funding storm clouds on the horizon for the Department of Defense in 2012 came to fruition with the fiscal crisis of 2013. With Congress unable or unwilling to take action on a workable federal budget, all U.S. government agencies were required to take a cut in their funding. The resulting scramble for dollars resulted in a slowdown for the U.S. Navy in current weapon-system procurement and in establishment of new programs.
