Summary/Abstract The Pacific War ended in 1945 before the American government had established a plan for the implementation of its postwar goals for its relationship with China. Although China lacked unification, the Guomindang (GMD), the "allied" government, sought to create a more modern military along American lines, with American equipment, using American advisers and funding. GMD leaders did not want American influence or control, desiring to maintain their culturally organized structures and ways of functioning, including the use of guanxi (personal networks and favors). The Joint U.S. Military Advisory Group attempted to operate within this nexus of conflicting goals, purposes, and missions.

Summary/Abstract Protected by networks of hard and deeply buried facilities, North Korea's asymmetric warfare assets have emerged as a real threat to the U.S.-Republic of Korea (ROK) alliance. As a solution, the U.S.-ROK alliance has developed military technologies to defeat North Korea's hard and deeply buried targets (HDBTs). However, questions remain regarding the efficiency of those technologies. By examining the contemporary status of North Korea's HDBTs and U.S. military technologies, this article proves that these newly developed military technologies are not very effective and that heavy reliance on technology is not a viable solution to North Korea's HDBTs.

Summary/Abstract India has, over the last decade or so, been a bit player in Afghanistan, and its influence on political developments there has been marginal. Accordingly, it has been on the fringes of international consultations on Afghanistan. It is not surprising, therefore, that its bitter opposition to talks with the Taliban was ignored. In comparison, Pakistan has been a much more important player and exercised far more influence than India at regional and international fora in the evolution of policies pertaining to Afghanistan. This is partially explicable by Pakistan's extensive border with Afghanistan, age old tribal links, deep rooted linkages with the Taliban, the Haqqani group and Al Qaeda, and a long and tortured history of incessant interference in that country. India's comparative lack of influence is due to the fact that though it has been proactive in bilateral diplomacy vis-à-vis the government of Afghanistan, it has been relatively inactive in reaching out to all shades of opinion in that country, maintaining close contacts with all key external players, and devising innovative and workable strategies for restoring peace and tranquillity in Afghanistan. It is time that India sheds its comparatively reticent posture on Afghanistan and becomes more involved on issues relating to developments there, as otherwise Pakistan will retain its dominant influence, which will obviously work to our detriment.

Summary/Abstract Neorealist and liberal theories advance discrepant explanations for variations in wartime alliance cohesion. Neorealism claims that variations in cohesion are attributable to shifting international systemic conditions; liberalism argues that such differences are a function of the regime type(s) of the various alliance partners. I advance a synthetic neoclassical realist theory that proposes a given ally's decision to minimize or maximize cohesion is a function of both international systemic conditions and the regime type of the state in question. I test the three theories in US, British, and Soviet alliance decision making during World War II and find that neoclassical realism alone accounts for the behavior of all three partners over the lifespan of the "Grand Alliance" (January 1942-September 1945). The article concludes by discussing the implications of these findings for the study and practice of alliance politics, as well as for contemporary US foreign policy

Summary/Abstract Ever since Congress passed the Immigration Reform and Control Act, in 1986, attempts at a similar comprehensive reform of U.S. immigration policies have failed. Yet today, as the Republican Party smarts from its poor performance among Hispanic voters in 2012 and such influential Republicans as former Florida Governor Jeb Bush have come out in favor of a new approach, the day for comprehensive immigration reform may seem close at hand. President Barack Obama was so confident about its prospects that he asked for it in his State of the Union address in February 2013. Now, the U.S. Senate looks poised to offer illegal immigrants a pathway to citizenship.

Summary/Abstract While there is a long, rich tradition of scholarship on the impact of foreign policy on presidential campaigns and elections, the question of the role of foreign policy concerns in congressional elections has been left largely unexplored. This is particularly surprising given that scholars have in recent years highlighted the significant impact of Congress on American foreign policy both as an institution and as the result of the foreign policy activism of individual members. This earlier research indicates that the role of foreign policy in congressional campaigns and elections deserves much more attention than it has so far received. In this project, we examine the use of foreign policy in the 2000, 2002, and 2004 congressional campaigns, analyzing the issue content of television advertisements produced by candidates seeking election to the US House of Representatives. We find that across the three election cycles, foreign policy issues became much more prominent over time but still remained a modest part of candidates' appeals to potential voters. We also find differences between candidates rooted in partisan identification and perceptions of policy performance on key foreign policy issues, and strong indications that candidates emphasize foreign policy issues that have significant local impact.
