Summary/Abstract |
Debates about the consequences of China's rise have focused mainly on China's foreign policy in security affairs and have been offered mostly within a realist framework; yet this limited approach to the problem ignores non-security issues, non-realist frameworks, and non-China sources of system-level outcomes. Policy-makers and scholars should significantly broaden their descriptive and explanatory frameworks in order to understand the consequences of a rising China. Using this broader approach will direct attention to systemic and ideational factors in explaining whether China's rise is peaceful or not.

Summary/Abstract |
The increasingly multi-faceted engagement of China in Africa is part of China's growing global reach. Chinese diplomats strive to promote an image of a peacefully rising power, whereas Chinese businessmen seek natural resources and export markets. As a result, those responsible for Chinese foreign policy strategic thinking struggle to accommodate the needs of this diverse group of actors in Africa, well aware that as a major power, Beijing is expected to address international crisis. In Washington and Brussels, China is criticized for its support of despotic African regimes and its aid programs 'with no strings attached'. In Sudan, in particular, China's credibility as a responsible nation is questioned. This article provides a concise overview of China's evolving diplomacy toward Africa, highlighting the Sino-Sudan relationship, with the aim of shedding light on the drivers and constraints on Beijing's motives and actions on the African continent. The article assesses some of the implications of Beijing's policy choices in Africa for its international relations.

Summary/Abstract |
This article provides an overview of activities by Chinese foreign policy think tanks, with a particular focus on developments over the last decade. Covering a sample of prominent institutes, it provides up-to-date information about their academic, advisory and PR functions, and highlights major differences between individual institutes and organizational groups. In line with the findings, I argue that Chinese think tanks have undergone a remarkable increase and professionalization in their academic work, as well as made big strides in improving their footprint in the media. Finally, the article also considers new developments in networking organizations that have been particularly important in bringing experts together to pursue mutual interests, and how these relate to changes in Beijing's international agenda.

China's rapid military modernisation in the past decade has raised concern over when and how China will use its military power in the future. There is no definite answer to this concern. However, the new course in Taiwan, urgent non-traditional security issues, the domestic agenda for re-allocating resources to development of a 'harmonious society', and the looming economic crisis could shape China's foreign policy goals so that it continues the engagement approach adopted in the past decade.
