Summary/Abstract Debates about the future of American seapower in East Asia turn on the argument that American seapower presents a risky and costly luxury that undercuts the cooperative potential of US-China relations. This article asks whether accommodation between China and the United States on the possession and exercise of American seapower in East Asia is possible. Accommodation on this front could significantly lower the risks of unintended escalation and in turn undermine arguments that favour an American retreat from East Asia. The article outlines how accommodation can be achieved on the exercise of American seapower in the region.

Summary/Abstract Colin Gray once lamented the absence of a ‘Mahan for the final frontier’ and spacepower theory in strategic studies. This article proposes the command of space as the fundamental concept of spacepower theory, and that Mahan himself has much to offer in the endeavour of spacepower theory-making than has hitherto been realised. The theory is advanced by tempering versions of the ‘command of space’, stressing its educational intent, and explaining the nuanced sub-concepts of space control and denial through understanding some precedents set by seapower theory. In the process, aspects of Mahanian and Corbettian seapower theory are unified.

Summary/Abstract Building on several years of research, and many interviews of Indian naval officers and government officials, both serving and retired, this article aims to provide a deeper understanding of the context and ramifications of India's naval rise. In particular, it seeks to explain a troubling paradox: the relative neglect of the navy vis-à-vis the other services, and the seeming misalignment of New Delhi's military strategy with its maritime geography. Indeed, the country's enviable position at the heart of the Indian Ocean, along with its peninsular formation, large exclusive economic zone, and extensive coastlines, would seem to suggest a natural predisposition towards the exercise of naval power. In reality, however, India's navy since independence has consistently been the most poorly funded of its military services, and has frequently struggled to make do with limited resources. The core question this article endeavors to address is whether this trend will persist, or whether various factors will combine in order to provoke a gradual rebalancing of the nation's military strategy and force structure.

Summary/Abstract India has increasingly high aspirations in the Indian Ocean, as enunciated by politicians, naval figures and the wider elite. These aspirations, its strategic discourse, are of pre-eminence and leadership. India's maritime strategy for such a self-confessed diplomatic, constabulary and benign role is primarily naval-focused; a sixfold strategy of increasing its naval spending, strengthening its infrastructure, increasing its naval capabilities, active maritime diplomacy, exercising in the Indian Ocean and keeping open the choke points. Through such strategy, and soft balancing with the United States, India hopes to secure its own position against a perceived growing Chinese challenge in the Indian Ocean.
