In the 1880s, the U.S. Army established on-post canteens as a way of curbing excessive drinking in off-post taverns. Army officers supported the canteen concept, but when large numbers of citizen volunteers entered the army in 1898, the temperance movement, particularly the Women's Christian Temperance Union (WCTU), successfully advocated for the canteen’s abolition. The ensuing public debate revealed contesting popular images of soldiers: innocent boys or adult men. The canteen debate focused the attention of Progressive Era activists on moral and social conditions in the army, and engendered a long debate over the role of the army in American society.

Summary/Abstract |
In recent Nigeria, the domestic terrorism of the Islamic group popularly known as 'Boko Haram' is hard to ignore. Almost everyday, television broadcast of the latest news, newspapers, magazines, and websites running and re-running pictures of dramatic and incessant acts of violence carried out by these ferocious group. Major initiatives to combat the nuclear proliferation and domestic terrorist threats posed by the 'Boko Haram' group have been launched by the Federal Government and international security institutions. In fact, considerable amount of money and political capital have been committed to new and continuing programmes to enhance nuclear security. Although, these and other efforts are worthy of support, it is not obvious that they reflect any clear ordering of priorities, or that they are being implemented with a sense of urgency. In order to correct this situation, this paper explicates the issue of Boko Haram domestic terrorism in Nigeria, taking an in-depth look at the historical antecedents, motivations, objectives and structures that can help in preventing them. This paper concludes with the advocacy of how citizens can assist in checking the menace of Boko Haram crises in the country in order to tackle these monstrous groups whose callous activities have become a hydra in Nigeria.

Summary/Abstract |
The empirical literature that examines cross-national patterns of state repression seeks to discover a set of political, economic, and social conditions that are consistently associated with government violations of human rights. Null hypothesis significance testing is the most common way of examining the relationship between repression and concepts of interest, but we argue that it is inadequate for this goal, and has produced potentially misleading results. To remedy this deficiency in the literature we use cross-validation and random forests to determine the predictive power of measures of concepts the literature identifies as important causes of repression. We find that few of these measures are able to substantially improve the predictive power of statistical models of repression. Further, the most studied concept in the literature, democratic political institutions, predicts certain kinds of repression much more accurately than others. We argue that this is due to conceptual and operational overlap between democracy and certain kinds of state repression. Finally, we argue that the impressive performance of certain features of domestic legal systems, as well as some economic and demographic factors, justifies a stronger focus on these concepts in future studies of repression.

Summary/Abstract |
This policy essay examines the historical and policy evolution in Bhutan from the creation of Bhutan in the 1600s to 2014. An examination of the overarching policy intent of Gross National Happiness is reviewed as well as how modern political institutions in Bhutan implement Gross National Happiness. In the 17th and 18th centuries, the new Bhutanese state founded by the Shabrung Ngawang Namgyal established its political and institutional right and legitimacy to rule based on Mahayana Buddhism canonical tenets, including ensuring that Bhutanese citizens could obtain Enlightenment and happiness. A modern manifestation of this historical precedent for state and political institutional intervention to promote collective happiness is embodied in the policy of Gross National Happiness. This essay concludes by noting that modern Gross National Happiness is a holistic development approach based on a trend emanating from more ancient Mahayana Buddhist traditions Gross National Happiness balanced with modern economic, governmental, and social conditions with Mahayana Buddhist spiritual requirements embodied in Gross National Happiness.

In 1949, the United Nations sent its first mission to the Middle East in order to provide help to Palestinian refugees. This was the first step towards a development policy from this international institution. Analyses of the Iraqi (1952) and the Syrian (1955) missions can help an understanding of how Middle Eastern countries were involved in the work of the new international organization. Indeed, these investigations testify to a new policy to improve economic and social conditions in the Middle East. This research points out interactions between national institutions, local personalities and international institution in order to give an idea about the methods of communication between the Middle East and the providers of United Nations assistance.

Migration is a natural continuous and spatial phenomenon. People move from one place to another and create Diaspora in the form of transnational network. As Sheffer says, modern Diasporas are "ethnic minority groups of migrant origins residing and acting in host countries but maintaining strong sentimental and materials links with their countries of origin their homelands". (Sheffer, 1986:3). Modern Diasporic communities which live outside but maintain link with their country of origin are getting larger and stronger, and influencing both domestic politics and foreign relations of a states.

Adam Smith's engagement with China and Tartary is a central yet underappreciated element of his economic and political thought. This article reconstructs this engagement and demonstrates its broader significance, arguing that it focuses on three themes: the economic institutions that promote domestic growth in a manner that alleviates the material conditions of the poorest, the social and political conditions that minimize the dependence of the poor on the wealthy, and the ethical values and civic institutions that guarantee the existential survival of the state. This treatment is significant for three reasons: It offers useful insight into the contested issue of Smith's conception of legitimate state action; it clarifies Smith's vision of a commercial order that promotes human dignity; and it reveals the depth of his participation in a specific contextual debate.
