Summary/Abstract |
Studies of public space focus disproportionately on cities. Complex and densely populated urban built environments-with their streets, plazas, institutional buildings, housing projects, markets-make concrete and visible attempts to manage difference. They also structure the ways that less powerful residents challenge and sometimes remake elites' spatial visions of the social order. The robust literature in Middle East studies on Islamic cities, colonial cities, dual cities, quarters and ethnicities, port cities, and so forth is no exception to this urban focus.

Summary/Abstract |
This article concerns the history of economic planning in India in the late 1960s, when a vigorous debate took place on the institutions, instruments, and ‘personnel’ of developmental planning. Examining the years from 1967 to 1971, this article shows how dramatic attempts were made by warring politicians with the help of technocrats to decentralize economic planning, grant states more fiscal autonomy, and drastically reduce the powers of the Planning Commission. This article examines how these critical economic initiatives unfolded but were ultimately overshadowed by political power struggles in which the planning process and the Planning Commission became important tools in attempts for centralization.

Emergent business models seek to take advantage of new market mechanisms driven by technological changes, particularly those related to the production and delivery of clean or sustainable energy. Such business models often function at the intersection of various industries, with global views, and the resulting systems have distinct social, political, environmental, economic, technological, and business dimensions. Such holistic systems are not only difficult to develop but also require support from a broad range of actors with effective regulations and policies in place, such that the firm functions within a framework that integrates various factors. This study substantiates such a framework by detailing the nascent algae-based bio-fuel industry that caters to the aviation sector while arguing that businesses in the energy industry can emerge as a next-practice platform that drive a sixth wave of innovation. The framework begins with three basic enablers, innovation, flexibility, and sustainability, and explains how value from renewable energy technologies can be created and captured sustainably and innovatively with new market mechanisms implemented by firms with green business models.

Six different strategies have recently been proposed for the European Union (EU) energy system in the European Commission's report, Energy Roadmap 2050. The objective for these strategies is to identify how the EU can reach its target of an 80% reduction in annual greenhouse gas emissions in 2050 compared to 1990 levels. None of these scenarios involve the large-scale implementation of district heating, but instead they focus on the electrification of the heating sector (primarily using heat pumps) and/or the large-scale implementation of electricity and heat savings. In this paper, the potential for district heating in the EU between now and 2050 is identified, based on extensive and detailed mapping of the EU heat demand and various supply options. Subsequently, a new 'district heating plus heat savings' scenario is technically and economically assessed from an energy systems perspective. The results indicate that with district heating, the EU energy system will be able to achieve the same reductions in primary energy supply and carbon dioxide emissions as the existing alternatives proposed. However, with district heating these goals can be achieved at a lower cost, with heating and cooling costs reduced by approximately 15%.

Over the past years, the pursuit of using less polluting energy sources throughout society has been on the increase. In general, the transportation sector is responsible for most of the emissions of greenhouse gases. Therefore, in this article a methodological approach is applied in such a way that it is possible to quantify the impact of the penetration of electric vehicles vis-à -vis others that use different types of fuel (flexible fuel, for example). The study is conducted for a road modal in São Paulo, the main state in Brazil in terms of economy, energy and environment, taking into account only automobiles. A comparative analysis of forecasting scenarios until 2035 for various inputs of electric cars in the whole state fleet is presented, aiming to verify the susceptibility of the model suggested, upon the introduction of electric vehicles, taking into account also the electrical and environmental impacts related to it. The analysis was possible due to the use of a simulation tool, Long range Energy Alternatives Planning System (LEAP), which is an energy environmental model based on scenarios, allowing an integrated and reliable support to develop studies on integrated energy planning.

Local governments have replaced the national ministries that are in charge of various industries to become the primary implementer of energy-saving policies in China since 2000. This paper employs a case study-based approach to demonstrate the significance of local governments' policy measures in assisting industrial enterprises with energy-saving activities in China. Based on the longitudinal case of the Jasmine Thermal Electric Power Company, this paper hypothesizes that sub-national governments have played a major role in implementing energy-saving policies in China since the 11th Five-year-plan period. A wide range of provincial and municipal agencies collaborated in implementing five types of policy measures - informational policy, skill building, improved enforcement of central directives, price adjustment, and funding - that reduced barriers to energy saving and motivated active pursuit of energy-saving activities at industrial enterprises. The case study demonstrates how an enterprise and local governments work together to achieve the enterprise's energy-saving target. The authors will investigate the hypothesis of this paper in the context of multiple case studies that they plan to undertake in the future.

Since 2005. China has witnessed the emergence of a new form of administrative organization. In contrast with the earlier model of "City Jurisdiction Over Counties." which placed counties under the jurisdiction of cities. a new pilot program known as "Provincial Administration of Counties" has been launched. This program places counties and county-level cities under the direct administration of provinces. instead of prefecture-level cities. The central state has played a modest role in implementing this pilot program. whereas provincial and country-level governments have taken a more proactive approach. The central
movement hopes that such a reform can address development imbalances that exist between counties and cities. Meanwhile. provincial governments see the reformats as a way to promote economic develop mint initiatives in counties and county-level cities. However. the implementation of reforms at the local level is not proceeding smoothly. This is mainly due to an asymmetry of power in city-county relations. itself' a legacy of earlier economic reforms that created the City Jurisdiction Over Counties system. This asymmetry has prevented ttrbanruraz tensions from being resolved. lnstead. such tensions have been shifted t'lownward to the city district level or upward to the regional level.

After the market reforms and opening tip ol" China in the late l97l)s. local governments played a central role in the country's rapid urbanization. particularly through the mergenee of administrative regions (MAR).
However. the effect of these MARs is still debatable. ()n the one hand. an MAR can accelerate the pace of economic growth. reshape the power structure. and establish necessary coordination among different regions. On the other hand. a MAR can have negative effects which have led to "pseudo-urbanization" in other developing countries. What is the effect of the local. state-led MAR in China'? This study examines the MAR implemented by the local government of Zhongshan city. Guangdong province. The MAR is found to be associated with the robust growth of the downtown area and of the urban population: it has gradually reshaped the socioeconomic structure of the city. the urban landscape. and the identity of its residents. MARs in China are argu- ably characterizcd b_v a transition from pseudo-urbanization to "real" urbanization. This transition cannot be explained by existing, urban theories. such as the "growth machine." "urban regime," or "entrepreneurial city." Therefore. we use the term "government-led merging urbanization" tGMLz) to define the process. We further suggest that the GML7 concept can be used as a model of urbanization or urban growth. This model provides an important perspective for examining the role played by local governments in the process of urbanization.
