Summary/Abstract The aim of this study is to show the progress in attributes and prices of battery electric vehicles (BEV) and to analyse in which market segments long range BEV can be produced at comparable cost to conventional cars. We assess 48 models available to consumers since 1997, collecting data on attributes, weight and vehicle prices. We also provide an analysis of recent progress in battery pack costs. Based on this data, the share of BEV vehicle price that is related to the battery pack is modelled. To illustrate future progress we estimate when it is possible to produce a BEV with a 200 mile range in a given price percentile. We find that the price percentile where the price of a BEV is comparable to conventional cars changes in a nonlinear way when battery pack costs fall below 200–250 USD/kWh. Furthermore, we show that battery pack costs of 150 USD/kWh could imply that production costs of a BEV with a 200 mile range are cost competitive for almost 50% of the US car market segments by 2020. Finally, the most critical conditions for this development are discussed and assessed by sensitivity analysis applying conservative values to our model.

Summary/Abstract This paper uses the rural household panel data collected by Research Center for Rural Economy to evaluate the impacts of China's agricultural tax abolition during 2004-2005 on farmers' income and production behavior. We find that the abolition of agricultural tax did not significantly affect agricultural production. The effects on input use and productivity are also found statistically insignificant. All these are consistent with the lump-sum property of the tax and imply little effect of the tax abolition on relaxing credit constraints to farmers. Finally, we find that the tax abolition did not increase farmers' net income significantly

Summary/Abstract This article analyses the economic and industrial implications of the Eurofighter Typhoon programme. In an era of progressive reductions in European defence expenditure and exponentially increasing sophistication and cost of modern weapon systems development, European nations have pooled their resources for this major defence project. Although being founded on a sound concept, the Eurofighter programme has faced difficulties in the form of cost overruns, and the aircraft has been troubled by system defects and shortcomings in its air-to-ground capabilities, the combination of which has earned it critics, adversely affected its export record and cast doubt over its future. However, the Typhoon is a highly capable fighter, and sensor and weapons upgrades are increasingly bringing it closer to fulfilling its multi-role potential. The programme’s importance also goes beyond the aircraft itself and the capability its possession affords, as it supports a large number of highly skilled jobs and therefore has far-reaching implications for Europe maintaining the conditions and skills necessary for a competitive and independent indigenous fighter-aircraft manufacturing capacity.

Summary/Abstract Rising price of pulses is a matter of great concern for nutrition in India, which is home to the largest number of malnourished people in the world. The paper outlines policy strategies that can help in increasing the production of pulses and thereby making it available at affordable prices. The paper looks into neglect of pulses in agriculture policies that hampers farmers’ incentives to promote investment, technology and productivity. The analysis suggests for better incentives to farmers growing pulses in the form of higher minimum support prices, reflecting the true economic benefit of growing pulses coupled with a strong procurement network across the country. An action on technological front with focus on increasing yield levels thereby, reducing cost of production can be a game changer in pulse production.

Summary/Abstract There has been a proliferating literature on postcapitalist and post‐work futures in recent years, underpinned by policy proposals like the basic income and a reduction in working hours. It has gained increasing uptake within left electoral politics and policy making. The generational potency of these ideas require that we understand their theoretical roots. This article considers the interplay between the work of Michael Hardt and Antonio Negri and the new postcapitalism exemplified by the likes of Paul Mason and Aaron Bastani, as well as its relationship with intellectual currents around Corbynism and the wider contemporary left. Through a discussion of their latest book, Assembly, it will be seen that Hardt and Negri both inform, and are increasingly informed by, the postcapitalist and post‐work thinking popular on the left today—in particular at its ‘posthumanist’ fringes. However, this recent work is characterised by a series of tactical redirections that, rather than indicating renewal, reflect the potential collapse of this utopian framework for the future in the face of a rapidly unravelling global political context. Whilst the determinist understanding of social transformation cannot permit these setbacks, this shines a light on more general shifts in left strategy and analysis.

Summary/Abstract This article examines the production, circulation, and interpretation of regulatory documents in contemporary Mozambique in order to highlight their central importance to processes of governance. The empirical focus is on orientações superiores - written and oral documents issued by figures and institutions of authority with the intention of advising on procedures for policy formulation and implementation. By producing orientações superiores in a way that leaves their intent ambiguous and their status provisional, party and state officials shift the focus of policy making from substance to process. In this way, bureaucratic authority is produced and reinforced through the manipulation of the timing of policy implementation. This perspective expands current understandings of African governance that on the whole have been limited to the analysis of the effectiveness of African institutions and policies, leaving the tactical effects of ambiguity, timing, and provisionality in policy implementation undertheorized.

Summary/Abstract The Covid-19 pandemic has had unprecedented global impact, creating multiple crises that have gone beyond the epidemiological, extending to the socio-economic and political. It has exposed structural flaws in global capitalism and intensified inequalities that have traditionally been imbedded in relations of production and social reproduction. In emerging Covid-19 literature, blind spots exist on its impact on peasant households. It is this knowledge gap that this article fills. Focusing on an agrarian context in rural Zimbabwe, the article employs a classical agrarian perspective and the political economy approach as conceptual and heuristic tools to explore the impact which this novel virus has had on rural livelihoods. It shows that the pandemic has impacted agricultural production, social reproduction, labour relations and asset accumulation. While its impact has been largely negative, opportunities were created with peasant agency being critical in dealing with shocks and vulnerabilities.

Summary/Abstract We provide first causal evidence of effects of the energy crisis on Germany, the largest economy in Europe. Combining cost structure data, national accounts and administrative labour market data, we identify effects in a sectoral panel setting using sector-specific energy intensity as a “bite” variable. The results show that through the channel of energy intensity, monthly production and real turnover decreased by 4.1 and 2.6 per cent, respectively, after the onset of the Russia–Ukraine war. Instead of layoffs, firms safeguarded employment by means of short-time work, with a 24.1 per cent increase in notifications. Vacancy posting was reduced by 10.3 per cent.

Summary/Abstract In Hirshleifer's (1995) model for unitary actors, combined fighting/production abruptly breaks down when inter?group decisiveness of fighting is above a certain value (above one) or income requirements are not met. Accounting for the collective action problem, this article gives the opposite result that fighting/production is stable also for large decisiveness parameters (above one) and strict income requirements for each agent. The stable fighting/production equilibrium gets gradually easier to perturb off balance for high inter?group decisiveness, high costs of fighting, different fighting efficiencies, and equal group sizes. The equilibrium number of groups that can be sustained decreases in the inter?group decisiveness and increases in the cost of fighting.
