Summary/Abstract Counter terrorism is not only a forceful response to the acts of terror, but also means a comprehensive combination of hard and soft power. The use of military or semi-military means to counter terrorism is one way to prevent the further loss of innocent lives but in order to effectively deal with the threat of terror, the application of social, psychological, economic and political means are also essential. This paper will take into account six important factors which cause the outbreak of violence and terrorism in Pakistan and the question of successes and failures of counter terrorism strategy. First, inter and intra-sectarian conflict; second, growing militancy in younger generation; third, the role of autonomous and secessionist groups particularly in Balochistan; fourth, army's bewildered approach on dealing with the threat of terror; fifth, media's role in curbing the incidents of terrorism and finally, the level of awareness or the lack of awareness which exists in Pakistan on the growing power of non-state actors who are in present circumstances responsible for the bulk of violent and terrorist acts in the country.

Summary/Abstract The debate and discourse to change the provincial map of Pakistan by creating new provinces is not a new phenomenon and is considered as a major challenge to intra-national security and to the centripetal forces who still want Pakistan to be a unitary/centralised state instead of a federal state. What is intra-national security and how can the issue of creating new provinces have a major impact on the dynamics of national security at different levels? When compared with national security, which deals with the whole country, intra-national security relates to contradictions and variations in the security dynamics and paradigms in different parts of the country. Pakistan as a multiethnic, multilingual, multicultural and multi-religious state can effectively deal with issues of security if intra-national security is accepted as a reality and is beyond the scope of national security. Matters and issues relating to different regions of Pakistan located in its provinces can at best be understood in terms of intra-national security. If the approach of major power stakeholders in Pakistan is positive, and they wish to peacefully address issues that cause friction, instability, chaos, disorder and violence in different provinces because of social, economic and political injustices, they must seriously consider proposal to upgrade existing divisions of Pakistan into provinces. For that matter, proper brainstorming by the concerned stakeholders including civil society groups needs to be done so that consensus is reached on the methodology to create new provinces in Pakistan.

Summary/Abstract In South Asia, contemporary Pakistan is one of the most affected countries as far as terrorism and violent extremism are concerned. Although, the phenomenon is not new in Pakistan, the country, however, witnessed a gradual resurgence of violence and extremism during the last three decades. This paper examines the phenomenon of violent extremism by linking it with the radicalisation of youths in Pakistan. It dwells at length the permeation of extremism in various segments of Pakistani society in the post-1971 Pakistan; the role of state in not reversing the tide of religious extremism which got an impetus because of the Afghan War and the events occurring in post- 9/11 period. Why the culture of tolerance witnessed erosion in the last four decades and how ethics and values declined particularly among the new generation of Pakistan are also be examined in the paper. More so, the transformation of extremism from moderate to radical and violent are also examined while focusing on the erosion of the culture of tolerance and the permeation of violence at societal level. A road map dealing with the predicament of youths in Pakistan by eradicating extremism is also discussed and plausible solutions of growing radicalisation of youths of this country are delineated in this paper. It is argued that meaningful steps need to be undertaken by the people at the helm of affairs to ensure positive transformation in the approach, attitude and behaviour of youths to prevent them from falling into the trap of intolerance, extremism and violence. And such steps include not only social, economic and governance reforms but also must include extensive reforms of the education sector as well.
